CTF approval
Your organization and service location must qualify, with an approved application and current eligibility dates in the CTF program.

Eligible schools and libraries can combine E-rate and CTF. CTF generally provides an additional 50% discount on the eligible balance after E-rate, subject to approval and program requirements.
E-rate reduces eligible connectivity costs through the federal schools and libraries program. CTF is a separate California program that can further reduce the eligible amount remaining.
The percentages apply in sequence. An 80% E-rate discount followed by a 50% CTF discount on the remaining eligible balance produces 90% total savings in the example shown.
CTF approval is separate from E-rate participation. An eCAP account alone does not establish CTF eligibility.
| Eligible service cost | $1,000 |
|---|---|
| E-rate discount (80%) | −$800 |
| Eligible balance after E-rate | $200 |
| CTF: 50% of the $200 balance | −$100 |
| Organization pays | $100 |

Before estimating your savings, we check how funding and billing are arranged.
Yes. Under the current CPUC service provider manual, schools and libraries using the Billed Entity Applicant Reimbursement (BEAR) method are ineligible for CTF support. The Service Provider Invoice (SPI) method applies E-rate discounts on provider invoices. We confirm your arrangement before estimating combined savings.
The standard calculation halves the eligible balance after E-rate. However, CTF support for schools and libraries cannot exceed their E-rate support. Other eligibility and billing requirements also apply.
For affected schools and libraries, the provider uses the applicable statewide-average E-rate adjustment when calculating CTF until the required funding decision is available. This calculation does not give you an E-rate payment or discount you have not received.
No. You need separate CTF approval, qualifying service locations, and eligible services through a participating provider.
